■ Profile
Wilhelm M. Vosse is Professor of Political Science and International Relations at the International Christian University (ICU) in Tokyo, Japan, where he also served as Chair of the Department of Politics and International Studies and Director of the Social Science Research Institute (SSRI). He held visiting research positions at Harvard University, the University of Oxford, and The University of Warwick. His research interests include Japanese foreign and security policy, EU-Japan security relations, cybersecurity, and cyber diplomacy. He was the academic coordinator and ICU lead on an ERASMUS+ Jean Monnet Network on European Cyberdiplomacy, funded by the European Commission (2020 - 2024).
Recent books include "Governing Insecurity in Japan. The Domestic Discourse and Policy Response" (Routledge, 2014), "Japan’s New Security Partnerships" (Manchester University Press, 2018), "New Directions in Japan’s Security: Non-U.S. Centric Evolution" (Routledge, 2020), and the "The Palgrave Handbook on Cyber Diplomacy" (Palgrave Macmillan, August 2025). |

Its traditional preference for defensive defense policy and its position as a defender of the liberal world order have long determined Japan’s cyber diplomacy and the way it dealt with cyber attacks domestically. However, its latest Cybersecurity Strategy (2021) and the National Security Strategy (2022) are a reflection of changed threat perceptions, the changing geostrategic order, and the domestic debates between different stakeholders, and for first time stress the need to develop active cyber defense capabilities. Globalization in the 1990s and 2000s made the world grow closer together, increased international trade, and led to a large number of international agreements on a wide range of issues. Japan was one of the main benefactors of this liberal international order. On the one hand, there has been a significant increase of severe cyber attacks on critical information infrastructure (CII), which has made highly industrialized countries much more vulnerable, while broadening the attack vector of countries, that so far only had limited military capabilities. On the other hand, internet governance has become a contested area of policy-making between countries which advocate a free and open internet versus those who advocate internet sovereignty. Since 2019, Japan and Europe have intensified their strategic cooperation with the EU-Japan SPA, and the protection of the free and open internet and a shared concern for the growing influence of US and Chinese tech giants were a trigger for their first initiative on connectivity. This paper argues that the focus of the still nascent Indo-Pacific “security order” should be extended from traditional, predominantly maritime, security concerns to include information and digital security. This paper, written by an academic who taught peace studies courses to predominantly Japanese undergraduate students, is an attempt to assess the usefulness of classical peace studies and critical security studies concepts and approaches.
In recent years, the author has spent a lot of time discussing with Japanese, European, and American policy makers and policy analysts, who often do consider a wider range of causes for conflicts beyond power politics and military considerations, but who are often unaware of the results of peace studies or peace research. In its place, critical security studies has broadened and deepened traditional security studies or strategic studies. As one effect, the Japanese government began to embrace human security, mostly as an extension of its development policy (ODA), which besides trade had become one of the two core pillars of its foreign policy in the 1980s. However, when faced with new strategic challenges, even the thinking of the Japanese government now seems to be dominated by classical strategic concerns. Some argue, that this is only the result of policy preferences of the current government, but this paper will argue, that non-political domestic as well as global factors might be more important to explain these developments. | |

Vosse | Details | Since 1952, the US-Japan security alliance has formed the backbone of Japan’s security policy. However, in the last few years, Japan has begun to broaden its bi- and multilateral security cooperation with countries such as Australia, India, and the EU and some of its member states. The JMSDF participation in the maritime counter-piracy operation off the coast of Somalia since 2009 can be considered a prime example for Japan’s willingness to contribute to regional security issues. This lecture explains the significance of this mission, its engagement with new institutions of experimental governance as well as the EU, NATO, the IMO, and the UN, and its successes in capacity building in the region. It broadened global communication, access to information, opened opportunities for many new businesses, and overall made life more convenient. While this digital transformation began to grow in industrial economies, social media and more affordable mobile communication devices led to an almost universal use of ICT. While many of the positive effects prevail, surveillance capitalism and digital authoritarianism are just two of the more problematic consequences of this development. From Operation Desert Storm in Kuwait in 1990-91, the military and humanitarian response to the crisis in the Balkans in the 1990s, peacekeeping missions to Cambodia and Timor-Leste, and the liberation and peacebuilding efforts in Afghanistan since 2001 to anti-piracy missions off the coast of Somalia, we have seen an increase of missions and broadening of activities. The participation of NATO member states in the Afghan mission in general and the ISAF in particular can be explained because NATO determined that the 11 September 2001 attacks in America justified a common response, Australia and Japan, although close allies of the US, joined or supported the war and reconstruction missions in Iraq bilaterally after an independent decision by their respective governments and parliaments to support American military actions. In recent years, the use of cyber-attacks to derail the organization of these events has been multiplying.
